My Blackberry Tour is missing it's Vcast icon, and I can't for the life of me find out how to get it...

Go to Application Center and download VCast again. That should work.

It's not there - There's a V-Cast Music:Rhapsody icon, Which gives me a 504 Gateway Timeout error whenever I try to download it. Refreshing the list in the app center doesn't help either
