Is there anyway to monitor my teens sms messages he receives and sends?
Do you want to read them or just monitor the incoming and out oing?

You can monitor the incoming and outgoing phone numbers in your My Verizon>My Account>View Bill section. However they won't appear with contact names, just phone numbers.
In order to read the text messages you'd need the actual phone.
