Not sure, did they mail you a new SIM card?
The SIM card is only used to connect with the Vodafone service for Global Networking, and Tethering.
Verizon takes to much, maybe they felt the need to give you a gift?

You do not need sim to tether. I'm not using a sim at all. You don't need the sim if you are not planning to travel outside of the States and if your not moving your contacts to your sim card.

It depends what tethering software you are using, if you are using Verizons Expensive Tethering software you do not. However, if you have another type of software, then you do for being able to auto unlock carrier service.
[please keep it courteous]

I can't help you explain why. But you could call VZW and ask.
