A few months back I got a USB modem and a Mobile Broadband plan. I'm now wondering if I can purchase a Intelligent Mobile Hotspot device and transfer my plan to that device.

Yes, you can. I just did this. However, I wasn't ready for my upgrade, so I had to do an "Early Upgrade" & had to pay more for the mifi2200.... It's just like getting a new cell phone, your plan doesn't change except for having to re-sign another 2 yr. contract.

If you only a few months into it, you will have to pay full retail for the MiFi. You have to have service for at least 12 months before you can renew on the Annual Upgrade. You may be able to sell your old USB modem to recoup some of the cost.
