I am wondering if this is due to the data speed transfer from the IPAD AIR 2 to the APPLE TV. Audio no problem, but the video tends to freeze up about 4 times when watching a 30-40 min show being played on the IPAD AIR 2 that is using AIRPLAY to transmit the video to the APPLE TV.

As I read your post I imagine your topology like this:
VZW ((( VZW Signal ))) MiFi (((( WiFi ))) Ipad (((Airplay ))) AppleTV
If that is true then you need to first confirm that the MiFi is performing correctly. Run a speed test on your iPad and report the numbers that are returned. Confirm if the MiFi is connected via 3G or 4G LTE to put the numbers into the proper context.
If the MiFi is performing its job correctly then the rest of the equation is an Apple problem. I am not an Apple guru but I'd assume AirPlay is some kind of WiFi hotspot service. Chances are its using either 2.4 GHz or 5.0 GHz to communicate with the AppleTV.
If that is the case you can try general WiFi troubleshooting steps:
1. Move the iPad closer to the AppleTV (reduce distance)
2. Switch the Wireless channel that Airplay operates on (reduce interference)
3. Switch the Wireless frequency from 2.4 GHz to 5.0 GHz (reduce interference)

I noticed this the first day I had my 5510L, LAN throughput clocks in at 1.5 to 2.5 MB/s. The primary function of a Jetpack is to provide a portable internet source. Everything else it does is a secondary concern.
You can USB Tether a 5510L to any modern Asus Wireless Router with 3G/4G support. That way you demote the 5510L to modem only and use the Asus as your main router. The Asus LAN side throughput is more impressive.
