MiFi as router w/o Verizon connection?

Question

We are running Win 7 on two PC's with a "Homegroup" wireless network through the MiFi.  If we suspend or cancel our service with Verizon (which will kill the modem function of the MiFi) will we still be able to network our two computers through the router function of the MiFi?

I thought it would work as just a router, but wasn't sure.  We're in a motorhome and will be in a campground with free WiFi through October, so Verizon Broadband will be on suspension during that time.
