Signal - shows 2 bars UNTIL.....

So very frustrated with this so-called broadband connection. I have 2 bars (pretty good for living in a rural area!) right up until the moment I actually make an internet connection AND start a webpage, then suddenly "signal" drops to NO bars.
SO - what does that "signal" REALLY mean?

Try moving within the Wi-Fi hot spot to improve your signal and try connecting again. If necessary, try disconnecting and reconnecting.

I obviously did not make myself clear. I'm talking about the bars that represent signal on my Verizon Wireless USB760 Modem. I'm simply asking what does "signal" mean. I've been told (by a Verizon "technical support" person) that signal indicates the volume of users trying to get on line - I think that is a hogwash answer.
