Verizon Network Extender SCS-2U01 won't connect

I am trying to install the device but can't get all blue lights. Do I need to have a GPS signal in order to connect it to my router? I want to make sure the device works before I rewire my router to be close to a window. The power & WAn lights are solid ble. The GPS ligfht is solid red and the Sys light is slow flashing red.

Our testing indicated that the NE will not work without a GPS signal. We installed one on Wed in our internal office. No connection. Left it all night. Thurs morning GPS light was still red and so was SYS light.

Moved NE to an office with a window, installed the extended GPS antenna, and the NE was up and running in about 20 minutes.

What would be the reason that my NWE would have blue power and LAN lights, but the SYS blinks red and the GPS is magenta? I have the GPS antenna located outside the building where it should get a perfect signal. At this point, having purchased the thing two days ago, it looks like a rather expensive paper weight.
