another signal strength question

I Have a tethered broadband signal question. I am using a HTC Ozone and my strength and type of signal are all over the board from full broadband A signal to a national access signal not much better than dialup. I live in a rural area about 5 miles from a "alltel" tower. I have tried *228 , placing the phone in different locations, rigging the makeshift antenna, nothing makes the signal more consistant. I cannot find a setting to make the phone not shift the signal as has been reported here using the Data Card. Any ideas ?

Yes, switch to SPRINT! That's what we just did and are now waiting on our new data card because the VZW signal strength is absolute crap.
