After installing jetpack outlook will send email but not receive

This could be an outlook configuration issue.
All communication on the VZW network must make it through VZWs firewall. Since the VZW firewall cannot be modified for individuals you will have to consider configuring your application to use more traditional and open ports.
The best people to contact for this one would be whoever controls and administrates your Outlook and email services (assuming like most that this is a corporate Outlook scenario). Only your Outlook admins will be able to make the changes necessary to get you working again. If you are using a VPN then your VPN admins will need to get roped into the equation and see if they can tweak anything on their end to allow your communication through.
If this is a personal Outlook application then the next best bet is to check with Microsoft and see if they have any suggestions. Chances are you are not the only person to have a conflict and someone has posted a guide to finding the problem and configuring a work around.

Please see 7e18n1 's suggestion and try disabling IPv6 on your Jetpack before resorting to my suggestion.
