Strange Popup Box on Forum Pages

Sometimes while browsing the forums, a strange small, separate window with a link "Accessibility Resource Center" appears in the top left corner.  If I click on the forum page, navigate elsewhere in the forums, or logon/log off, the window disappears.  See attached screenshot:

Maybe the site is being proactive if anyone needs to use accessibility features beyond what they may or may not have already setup on their computer.
