I purchased a Motorola Bionic a year ago from Verizon. My Verizon shows my phone as a Bionic 16GB while the phone I received is 8GB. My question is "Has this happened to anyone else?"

All Bionics have 16 GB internal storage, you just have access to 8 GB of it. It's explained here:

Hello JPR9845,
In regards to the storage space in the Droid BIONIC it is configured with a total of 16GB of internal flash memory. Of this, 10GB is available for user content (8GB for general storage, and an additional 3GB for application download and data). The remaining 5GB is used for device operation. So the Droid BIONIC is a 16GB device however it will show that it has 8GB of general storage.
