Technically, yes, however Verizon requires you to have a data plan on any line with a smartphone.

so that means that if i already have a phone plan with verizon i can just get the phone and use it for calls and texting not internet

Although you are able to use the Droid X for both voice and text messages, you are required to select of our Data Plans for this device since it is a Smartphone. Based on your usage you can conveniently select the plan that best fits your needs. If you need assistance estimating how much data you’ll use feel free to visit our Data Calculator. No, sorry for the confusion, I was trying to say that, while the X is capable just making calls and texting, Verizon requires that you add a data plan to every line with a smartphone.
