I have a Droid Bionic but I noticed that the notification bar and the top of the phone where it shows my battery life, time, and connection is blue. Could I change this to black or another color?

Unfortunately, you can't.  Some manufacturers decide to apply a certain color theme to their phones, and, unless they have themes available (AFAIK, HTC is the only one that does that), that's what you are stuck with.
