One thing to remember about android phones is that they have the ability to use data in the background. Any widgets you have on your homescreen may be pulling data, depending on what they are for, your phone will sync occasionally to make sure your contacts and calendar are up to date, and your market will check from time to time to make sure none of your apps have been updated. Some of this undesired data flow can be alleviated by disabling background data (menu> settings> accounts & sync > uncheck background data) but android phones really are data intensive and, imho, the tiered data plan was not really designed with them in mind.

Sometimes you just have to be smarter than your smartphone

i agree this plan was not designed for smartphones in mind. androids will eat up a lot of data for instance i use upwards to 200k of data a month and i dont really use the web browser or check my email much. so it is simply unreasonable to try for 150mb a month. good luck.
