Being a senior level engineer I have stubbornly been trying to resolve this issue myself to no avail. I'd swear I have gone through every possible option and setting. I know it will end up being something dumb too. Here is my issue:
Since the last software update my phone displays help / info notices in spanish. I have never changed my options to anything other than english and I have gone through and ensured all my options are selected as english. I've confirmed that my language settings locale is English, my swype language is "US English" and multi-touch kayboard input language is only selcted as english US. Messaging does use the english dictionary.
As an example say I manually input a word like "verizon" and if its not in the dictionary I will get a prompt reading " + Agregar <<verizon>> al diccionario"
Also, if I click the tips button on the on screen keyboard it will open Tips and proceed to give me tips in spanish. Now the header that says Tips is in english and the buttons at the bottom (Tutorial, More Tips, Options) are in english. If I click more tips I continue to see tips in spanish. Strangly though if I click Tutorial the tutorial shows in english.
How do I fix this?

I share your frustration - the same thing has been happening to my Droid 3, and to my son's Droid 3 as well. I just assumed it was something I did since this is our first "Smart" phone. I've had other issues with the phone as well - phone freezes, won't unlock, had to remove battery to get it to reboot, camera won't work. So much for new technology! I may trade it in for an iPhone since everyone I know that has one LOVES it!
