Before, I could enable/disable background data. Now, it's always on. I have no idea how to turn it off. Also, randomly it'll say "Background data restricted. Touch here to disable it". I'm so confused!! I don't know how to work my phone anymore!
My battery is dying so much faster now. PLEASE HELP!
go to SETTINGS then go to ACCOUNTS AND SYNC then just toggle the switch from ON to OFF.

You can shutdown or limit background processes by going to:
settings---> developer options --> background process limit

You can still enable/disable background data. Go to:
menu
system settings
data usage
menu
check 'restrict background data'
Much more convoluted way of getting to it now, huh (I know, I hate it, too).
You also can access a 'how to' from your phone by using the app called Help Center (it's a white box with a blue question mark in it); has info. about ICS and how to work things on the phone, in addition to what can be found in the user manual. The 'tips' tab gives info. about the differences in how the Bionic works before/after ICS.
One thing that could be draining your battery is that you can't turn off 4G/LTE now; see this thread for a fix:
