Let me ask the obvious first -- have you tested this in SAFE MODE?  (you can find the process with a quick Search. Yell if you can't find it.)

Hello crhrider,

I do have some suggestions for you. I know how important it is to be able to make calls from your phone.

I have reviewed my references and I am showing that a soft reset or a master reset will resolve this for you. A soft reset is a quick and easy process, where you simply remove the battery from the back of the phone while it is powered on, and leave it out for 60 seconds. Then reattach the battery and power the phone on. The soft reset will not make you lose the data on the phone at all.

A master reset would be the next step, which is different than a soft reset in the way that you do lose your data. This is due to the fact that it resets your settings back to the factory default. Before doing the master reset, please make sure that you back up your data on the PC. You can attach the phone to the PC with the USB cable and select "Mass Storage" from the device.

Once your data is backed up, please follow the steps below. I have provided the steps for all of the software versions, since you did not mention which one your phone had.

Factory Reset option 1

From the main screen, touch menu tab
Touch Settings
Touch Privacy
Touch Factory Data reset
Touch Reset Phone
Touch Erase Everything
Warning: This will erase all data from your phone, including:

  • Your Google account
  • System and application data and settings
  • Downloaded Applications

It will not erase: Current System software and bundled applications; SD Card files, such as music or Photos

    3. Wipe Data/Factory Reset
    4. Wipe Cache Partition

  6. Select Yes -- delete all user data then press the Power button
