Not sure about the start-up sounds, but you can turn on the screen sounds in the sounds section of the settings.
Go to "Settings/Sounds" and look for this option.

I believe a lot of folks in DX land didn't care for the "DROID" sound on booting up, so, I believe, this new fix cancelled it. My droid doesn't announce itself anymore either, no big deal. I don't know if you can put it in, if you like it. As for me, I don't miss it.
The startup sound is the notification alert under Settings > Sound > Notification Ringtone and also check the volume under Settings > Sound > Volume.

One last thing, goto Setting > Sound and scroll half way down and see if the SD Card Notification is checked because that is what originally triggers the alert when the card is detected.
