Pretty sure that recent posts that state other people in the Chicago area haven't received the update defeats any speculation that who is receiving the update is in any way connected to where you are. It's more specifically about you and/or your phone's identification.
From everything I've ever seen, the updates are rolled out in a completely random fashion.
