You can not use your settings from Outlook for outgoing, due to security concerns for the ISP having an open unsecured port directly in from the outside.
When you send mail from home, it is sent entirely in their system then out. On a phone it is sent from outside their system, to inside their system, then back out. That is why there are different settings.
Try some of the options I shared. You will need mostly likely have to change both settings, but it should work.

Mobile devices use different settings than your home connection. Try setting your SMYP setting,
smtpa.midco.net, port 25 and do not check the use secure connection check box.

Hmmmm, the post was from late September so I thought it would work. Only other thing I found was a letter from your ISP stating they do not support outgoing mail from a mobile phone.
I did find one suggestion stating to try the k9 app and attempt setting up the connection.

I am guessing you are using the settings shown on Midco's website?
- Incoming: popa.midco.net
- If POP server, server port number = 995
- If IMAP server, server port number = 993
- Outgoing: smtpa.midco.net
- Port 25 or Port 465
- Requires a secure connection (SSL) or TLS must be checked (depending on the device)
- Outgoing server settings may require full username and password
- Must select ‘Outgoing Server Requires Authentication’
- Do not select ‘Secure Password Authentication (SPA)’
- Username: full email address (ex: email@rap.midco.net)
- Password: password for email address
Try the IMAP settings with the k9 app.
