When I try to download a PDF I get the message "Failed to start download"
Make sure your App Like Adobe Reader is up to Date as well that Helps I had to do that not to long ago..
How large is the pdf file? Are you on wifi or cellular data? I've gotten a message that some documents are quite large, and it waits for me to decide to download now or when I'm connected to wifi....
