I am visitin cartagena colombia. I have the global plan. Will be able to use my phone to text family and friends in the USA?

Right, a plain Droid 2 won't work at all, as Columbia is GSM only. If it's a Global, Verizon charges $2.89 per minute (or $2.29 if you pay an additional monthly charge). Texting is more reasonable, 50c per message (per addressee) to send, 5c to receive. Note your existing US plan will NOT cover voice or text charges there.
If it is a Droid 2 Global, you also risk large data charges ($20 per MB) some of which you can't turn off. If you are there for any length of time, I would suggest you get the phone unlocked (global services) and look for a local SIM when you are there. Calls will be much cheaper.
Edit: I see you have the global plan. Is that the unlimited one (no longer available to new subscribers)? If so, then you should be fine. A local SIM would reduce the cost of calls but is probably not worth the hassle if you have unlimited data.
Thank you for your replies. As stated, you will be able to use a global device in Colombia. Voice calls will be $2.89 per minute to any number incoming and outgoing. You can add the International Value Plan for $4.99 per month, which will bring your calls to $2.29 per minute. Text messages will be billed at $0.50 for sent and $0.05 for received.
Additionally, our current Global Data Plans do not cover usage while in Colombia. You will be billed the Pay Per Use charge of $0.020 per kilobyte or $20.48 per megabyte.
