Does it mean we (Bionic users) can have an upgrade from Oct 19th? I am a novice when it comes to understanding these upgrades. If we get an upgrade, what would happen to the patches expected in early November to fix the 4G/3G data connectivity issues? Please see the link below and advice. Thanks.

No the Bionic wont receive the ICS update this soon, the carrier normally don't update any devices until a device get released with the OS already preinstalled on the device, also the information did not appear to report any specific devices being updated so I would say don't hold your breath..
