Not sure if this is it, but according to 1 site I saw, Blue means that your phone is connected to the Google Servers, and white means that it is not connecting.

I have the same issue with my bionic. It means Network Data disconnect. There is a big issue with several phones 4g related were it is disconnecting very frequently if not constantly for some.
confirmed issue for Bionic, Droid 4, and several others from what i read all over the internet.
If you force your phone in 3G you will not have these drops. (4GLTE runs over a separate radio / spectrum)
