Below are my results from using the speedtest.net app. Notice the DL speeds are more than twice the UL:
Test Date: Jun 10, 2011 2:29:37 pm
Connection Type: EvdoA
Server: Richmond, VA
Download: 0.23 Mbps
Upload: 0.56 Mbps
Ping: 129 ms
Yesterday while in down town Richmond, I was getting .02 DL speeds.
It seems like my service has gotten worse since GB.
I have tried wiping the cache as prescribe, and running in safe mode.
Any other ideas?

I must be missing something because you are comparing speed to be different in areas but this is normal for connection to fluctuate as you change locations and in high traffic areas the bandwidth will drop because of the possible demand load.
A wireless connection isn't always consistent because of the number of variables. Also Speednet is nice but those sites are not 100 percent reliable also, I have had .25 to 12megs transfer speeds on a 3G connection which I in no way believe as being correct.

I should have stated both test were run from the same exact location which is from my office in Richmond's financial district.
You are spot on about speednet's accuracy, I simply use it as a gauge to reflect what I see with the signal bouncing wildly.

nyte-rider, are you still having problems with the speed on your Droid X? Do you only have problems when you are at work or is it the same no matter where you are?

I'm having the same problem in downtown Richmond. The speeds are extremely slow and I ocassionally lose 3G coverage.
Speeds seem perfectly normal everywhere else, so there must be something quirky with the towers downtown perhaps?

all the steel in the building can make a difference.
try another server in the early morning out west, before everyone's up.
i don't use speedtest but instead use speakeasy & i'll use seattle in the am or pm to see how much traffic changes during the day in dl/ul.

Tried it again first thing this morning (7:00 Eastern). Still getting horrible speeds only in the downtown Richmond area.
Would it be worth my time to try and contact Verizon and see if they could resolve this issue?

EXACTLY! the question is are you doing this while in a building? my 3G dumps down to 1X all the time when I am in my office and it can be attributted to the building construction and computer interference (computer wireless networks, etc), but you need to go outside to get a true bearing on your phone network UL/DL.
I've gone out on my balcony of my apartment and it still drops me to 1X, even when I am in a direct line of sight with the wireless tower, so with me I know it happens when it shouldn't, but you didn't clarify being in a building or not
