No  need to root. It is the official update. Instructions are on the web site.

Just had my phone give notification that my 2.1 update was ready to download and install. So far, so good. The news/weather widget is a nice plus and thus far, I haven't seen any noticable slow down in anything (like I've seen reported elsewhere).
