National Access Coverage Not Available

All of a sudden today, I can't send a mms (picture message) to anyone. I get the message "National Access Coverage Not Available" I have been using Handcent for quite some time with no problem and the problem hasn't been resolved with the Handcent 3.4 upgrade that I downloaded today. Using the default text messaging program makes no difference. Any ideas or is this a Verizon issue?

Make sure you also have the lastest software version on your device. You should have Version.2.3.20.A955.Verizon.en.US/BP_C_01.09.07P. You can view the information on your device by clicking on
From the main screen, touch menu tab
Touch Settings
Touch About Phone
View Information under Baseband Version & System Version
If the information is correct, you will want to dial *228 press send and select option 1 to re-program.

Try restarting the device.
If that doesn't work, with the device on, pull the battery out. Wait 30 seconds. Put the battery back in and try again. Sometimes these phones can get "confused" and need a reboot.

Thanks Jasnmar for your response. I forgot to mention in my post that I had removed the battery and rebooted a few times already. It does work for several issues but didn't help on this.

I have the latest software version and did update the phone to see if it made any difference. I'm able to send picture messages again without the National Access Coverage Not Available message.

Hi,
It's encouraging to know this worked for the OP. I'm having this same issue, but with a Droid X. I've reprogrammed via *228 three times now, pulled the battery for 30 seconds every time, and I still get this error message.
I noticed however that even after the 15 minute delay in activation, I still have Version 2.3.15.MB810.Verizon.en.US, with the same Baseband version number in your post. Is that software version specific to Droid X, or is the software just not updating? Is it possible to get Version 2.3.20.A955 on the Droid X?
Verizon tech support was no help on the phone. Please let me know if there's something else I can do to resolve this.

You don't want 2.3.20.A955 on the X. It isn't made for it, it's made for the D2 (hence the A955, that's the phone's model number). I don't keep up to date on software update availability for the X, so unfortunately don't know what update availability is like, but I know you don't want the A955 one .

This seems too simple but ...
My wife was having the same problem. We tried most of the things mentioned here .
Finally she said here's how I'm sending the picture. I'm in the text message and press menu, select insert picture, then gallery, and select the picture. Then I type the message and send. It then fails with the "national access coverage not available" message.
I said I normally send pictures by pressing home, then go to the gallery, select the picture that I want. Then press menu, share, and select messaging. The picture shows up with a TO box above it and message text area below. She typed in the phone number of the same person as before. A text message and then pressed send. It worked. Try it and see if going about it my backwards way works. If so this could be a good clue for the tech support folks at Verizon.

I called support, they want to pull a Bill Gated, reinstall the entire OS on the phone. i will lose all my apps.
I tried the gallery --> share --> text message idea; still got the error.
I just can't seem to send a picture lately and it is really upsetting me.

1) Settings
2) Data Manager
3) Data Delivery
4) Under Data Delivery, make sure the option of "Data enabled" is checked.

I have been having this same issue with my Droid X for several months. I have spoken to both Verizon and Motorola Tech Support and nothing has worked. I don't want to do the factory reset if at all possible. I would appreciate any suggestions other than that!

Went to market and downloaded apn off/on by curve fish
Then open the apn on off app
Click the off button after you do that it will say on with a green line under it.
Then click on apn list u should see Verizon
make sure it doesn't say [disabled ]next to Verizon if it does delete the word [ disabled] by clicking on it
Then at the very bottom it says apn type if it says disabled next to that click on it and delete the whole thing[ disabled]
Press home button and this should fix the problem if u have n e questions feel free to ask I will check back
My sister also had this prob on her Droid x and this fixed hers as well

Resetting the "Data Enabled" setting did work on my Droid X:
Settings
Data Manager
Data Delivery
Uncheck "Data Enabled"
back button
Data Delivery
Check "Data Enabled"
Does not look like a VZW issue. More like either Moto or Android issue???
