My network signal on my Droid 2 is usually around -92 dbm. I usually show only 2 bars. I live in a metropolitan area not in a rural area.
My speed tests vary but they range from download speed of 67kbps-178kbps and for upload 23-65 kbps. These two tests were done withing 10 minutes of each other.
Web is extremely slow. What can I do to fix this?

Nothing. You can try to update your prl (*228, option 2) but it sounds like where you are might have problems.. even living in a metro area you have to deal with the building types and things like that around you
I would be glad to look into your signal issue. Did this start after you downloaded a application? If so please remove and retest. Have you removed the battery and reinserted? This will force the device to look for a current data connection. Does this happen in one area only or multiple areas? Please go to Menu> Setting>applications>manage applications>all>internet>clear data and then retest.
