No 3g?

My phone was stolen last week. Suspended account. New phone from asurion came in today. followed all activation steps that came with it. The phone makes and recieves calls and connects to wifi but doesnt even attempt to connect to 3G? Everytime i try to use a data app it says that i have no signal to a data connection.
Am I just being silly and overlooking something simple?
Its not even showing up in the top status bar. The only thing up there is my normal phone signal bars.
It also says on Settings/Status page that "Mobile network state disconnected"

after a few phone calls trying to get different tech guys it ended up being a problem on their end, not with the phone. after having the data package reset twice from their end it worked no problem.

Try these steps:
Power the device off, then remove and replace the battery. Then power the device back on, then dial *228 send and option 2 on the device.
Make sure the Wi-fi is powered off. If problem persists toggle between airplane mode being on and off.
