Not acknowledging Droid 2 when plugged into computer?

When I plug my Droid 2 into the computer via the USB cord, nothing happens. The computer doesn't seem to acknowledge there is something plugged in and the phone doesn't acknowledge that it is plugged in. My understanding is that usually, when plugged in, the computer should recognize it and then you can go through the process of setting the phone as a mass storage device and loading files or music on from the computer. I have tried all of the USB ports on 2 different PCs. I tried downloading the driver from the Motorola site (although many say I shouldn't need to do this) but that didn't help either. Does this sound like a problem with my phone or with my USB cord? The cord works fine to charge the phone with the AC adapter.
I would like to load my music onto my Driod, which is the reason behind my request.

So just to be clear, when you have it hooked up you have pulled down the notification bar and did one of those options? computer still did not recognize phone?
