Every time I connect my Droid X to the PC it crashes to a blue screen and reboots. I turned of Debugging (suggested on other sites and looked at downloading the latest USB drivers but the directions look like they are for a Razor version of phone so I am leary of doing that. Any help suggestions would be appreciated.

Problem solved. It could be in addition to the driver update but if you have DVD43 installed diabling resolved the system crashing each time I plugged in the phone to the computer.

Sounds like you have incorrectly installed drivers.
Another source of problems could be use of registry cleaners, most are rather overly aggressive and delete legitimate entries because the programmers don't fully understand all the various types of registry entries and what they do and the user don't know which registry entries should be ignore/avoided.
Use of registry cleaners even with expert knownledge is dangereous and requires double-checking before deleting unknown registry values.

I seem to get a TCP Error when I try to access the URL. Do you have another address that might not get this same error?

Looking at the problems you're having I have to say it looks like your PC is messed up.
Simplest fix I can suggest without knowing what you have done to your PC, reload Windows and learn to take care of your PC better.
