I can receive but not send out emails from my POP email account. Any solution to this problem? Neither Verizon nor Cox could fix.

Check you settings. The following link has cox email server settings
Make sure that you use the mobile settings (farther down the page).. it has different settings than the regular computer settings on the cox network

Can you send e-mails if you're connected to your home WiFi network? If you can, but you can't send them from a cellular data connection or a non-Cox WiFi network, your SMTP settings are probably wrong; you're not authenticating to the server. Make sure you're using the Mobile / Secure Email Settings from the link curtterp posted. (I know you said that, curtterp, but I'm emphasizing it and trying to track down the problem as well.)

I have tried the setings in the COX instructions. Still can not send either on Wifi or network. I have found a work around by using K-9 App. I can send and receive my Cox email thru K-9. Still wonder why I can't set-up Cox email to work on its own.

OK - got Cox email to work with the following settings -
Incoming server - Port 995 check use secure password (TSL) check verify certificate
Ougoing server -Port 587 uncheck use secure connection(TSL) check verify certificate
These settings do not agree with the Cox instructions but do work.
