Phone always roaming, cannot connect to network

Good evening all, Recently I was getting the error "Process com.android.phone has closed unexpectedly". I tried a reset, soft and hard. After that didn't work I decided to factory reset everything, and that seems to have made things worse. Now, I cannot connect to any network service, unless it is through WiFi. I have no access to backup assistant, and if I try to make any outgoing calls, my call is transferred to another operator to pay via credit card. I have not installed any apps recently, nor can I think of any major changes that have occurred to cause this. Any help would be appreciated.

What do you mean you hard reset and then you reported you did factory reset, this is the same thing, what did you mean by Hard Reset?

Did you dial the *228 , option 1 to activate the device?
