Phone won't work in Mexico

I am staying in a small town in Mexico. I subscribe to the international data plan. The town has a cell phone tower in view, but I have no roaming reception. Even if Verizon doesn't have compatibility with phone signal it still seems like I should be able to use the wi-fi capabilities of my phone to use the browser and Google apps. We have great wi-fi signals all around which I am connected to according to the wi-fi settings screen I am viewing .... can anyone help me with this?

You say you have good wi-fi signals but imply you can't use the browser on your phone. Is this correct? Have you been able to successfully use wi-fi before this? If you can connect via wi-fi you might try downloading fring from the marketplace. It's supposed to let you make calls over wi-fi but I have not used it.
Also, regarding roaming, check Mobile networks settings. From the Home screen touch Menu->Settings->Wireless & networks->Mobile networks
Try playing around with those settings.

GoogleVoice will allow you to make calls over wi-fi. Currently it is available by invitation from a member. I am a member and have invitations left if you're interested PM me.

Google Voice won't let you make calls over WiFi. It will allow you to initiate an internet call but it has to be routed through a phone. If you don't have cell service you won't be able to make Google Voice calls.
