Go to Market and download "Contact Owner".
I take it you have an antivirus program running or another program you downloaded.Go into that program and go to Settings-Remote Management-Lost Message.

I use "Owner Info Widget" with "Widget Locker" (Custom Lock Screen) and this whay Owner Info can be displayed on the lock screen
