Not the homescreen button.
Go to an empty space on the home screen, and hold your finger there for about a second and a half.
You'll see it.

Doesn't work. All that comes up in the small box when I hold down the home screen is: settings, twidroid, messaging, browser and email. What am I doing wrong?

I too am having the same problem locating power widgets. I followed the metioned steps, but I then get two options 1:HTC WIdgets and Android Widgets. Which of the two is the power widgets located. I actually have the GPS, Bluetooth and Wifi Widgets, i just cannot find the other.
