WHY DO I HAVE TO SWIPE THE UNLOCK BUTTON:
TO ANSWER A CALL . WHY CAN'T THERE BE ANSWER/IGNORE BUTTONS ON THE SCREEN AFTER PRESSING THE "HOME" KEY
AFTER THE SCREEN BLANKS OUT (POWERSAVE) BUT PRIOR TO THE 20 MINUTE LOCK
CAN THE LOCK PERIOD BE ALTERED TO 60 MINUTES?
IS THERE AN APP (OR FUTURE UPGRADE IN THE WORKS)?

There's a button on the side of the device where you can actually ignore the call rather than having the option appear on your screen. It should be located on the right hand side of the phone. Hope this helps!

A swiping motion button over a simple press button is a safety feature. When a phone is in a purse or pocket or on a desk and someone picks it up, it's possible for a button to be pressed accidentally, activating something..... in this case answering the phone. However, with a swiping motion button, it's highly unlikely that this type of activation feature will happen accidentally.
