Not currently.
Skype has not released a Skype nor Qik Video versio nthat fully uses the front facign camera (qik will shortly).
On the beta tests of GIngerbread 2.3.4 it does hwoever have a Skype buidl that does use the camera by default (C4 build not sure abotu E1 builds).
That Gingerbread OS build will no doubt be leaked within a week before next version is tested.
