I am trying to sync my Incredible with my PC. I am currently running windows vista. When I connect my Incredible it goes through device download and asks for a disk that came with my ADB. I have no disk, so what can I or what do I do in order to get my PC and Incredible to sync?

You are correct. I had to initially connect as a storage disk, and find and run the sync.exe file in order to load the Sync program. The drivers loaded as well. i unplugged (at this time the sd card was set up by the phone itself (alerts at top of screen)) and then replugged choosing to sync as my option. The drivers finished loading and I was able to sync to my PC.

Try plugg the phone in again to the PC, them lookl at the phone. There should be an option to sync, OR you may see an option to load HTC Sync.(Which is preloaded on the phone) I forget when that option shows up and where, but it does.
