Officially, you have to sign up for it through Verizon and it will cost you an extra $20-30 (I think) per month. Unofficially, well, you won't be able to get any tips about that here, and they are really starting to crack down on that sort of stuff.

Yes, the original Motorola Droid does allow for tethering. It's called Mobile Broadband Connect, the feature can be added when you log into My Verizon and click My Services, then Change Features. There is a $20/monthly cost for 2 GB allowance of data, 20$ per GB beyond the 2GB allowance.
