Turning off Incredibe location notice on power up

I have mobile defense installed in the unlikely event that my phone is ever stolen. However on startup it always ask if I would like to turn location off. As gps is fairly important for mobile defense to work...sort of defeats the purpose to ask a thief if they want to turn it off or not. Is there anyway to disable the notification on phone startup?

Settings, Privacy, Use My Location. Is it checked?

Yes. I have location set to on. When your first start the phone it ask every time if you would like to turn it off or not though. I know if someone were to steal a phone the first thing they would do is turn it off, and that takes the guess work out of turning off the gps for anyone who turns the phone back on.
