Txt messaging to a different country

So, the phone I want to text is currently out of country. It has the same area code as I do, and it was purchased in the states. Do I need to have international text messaging to be able to text it?

Hi! When you send messages or even call that number, you need only dial the number. You use the same dial pattern as you would if the phone were here in the U.S.
