USB charging on laptop problem

So I forgot my droid x at home today when I went to work and it was left plugged into my laptop usb slot.  My laptop was turned off btw.  It had 3 presets of alarms that naturally went off, and since I wasn't home to turn them off, it completely drained the battery of my phone.  So I took my usb plug and plugged it into a wall adaptor and it was charging normally, about 30% into the charge I unplugged the usb and while on my labtop surfing the web I decided to charge my phone on my laptops usb slot again but this time it didnt give me any sign that it was charging, usually a notification comes on and gives me options to use the USB for, and I usually pick for charge only.  So I'm stumped, I've looked everywhere on the phone but I cant find anything closely related to the USB.  Can anyone help me with this little annoying problem?  Thanks.

I believe that I read on another posting that when the Droid X battery is too low, and 30% is considered too low, that tethering the phone to the laptop will not work. Plus the fact that charging the phone on a laptop is so dreadfully slow. Charge your Dorid with the wall charger, it is faster. Once you'r at 90 per cent, then try tethering your phone and your laptop.

With the Droid X plugged into the USB port, if you look at the status screen (pull down the screen from the top status bar), you should see a USB connection item listed under the Ongoing section of the status screen.  Tap USB connection and it opens a menu of options to change the USB mode. Make sure PC Mode or Charge Only is the selcted option.

My phone Charges regardless of the settings for the media manager when I connect it to my laptop via the USB.

@vfontjr  your not understanding me correctly, the status bar is the notification bar, which I explained in the original post.  Like I said it use to show me options on the status/notification bar but since the battery drain incident that happened to me now when I plug it into the laptop usb slot, it's showing no charge whatsoever, is there a reset button for the USB program on the phone? Its like the usb program is not working on my phone anymore since the battery drain.  Is their a path to the usb program in my phone with options to restart it or something?? please help anyone thank you.

A reboot usually resolve issues like what you are reporting, I had the same issue a couple of times and all I did was reboot..... But also keep in mind that I have noticed this with the work PC on any setting but Charge Only because the restrictions of the work PC would not allow any unknown drivers to be installed to system.

Yes a reboot of your phone should clear this up.  Also keep in mind that a phone charging thru USB will not charge as quickly, and it's possible to drain your battery while on USB charge if you use the phone.
