Usage Controls on Droid X

Apparently, if you have a Droid X with the new tiered data plan, you do not have the option of usage controls!!!!
Long story: My son got a Droid X for his birthday Last September. He ended up grounded in January at which time we downgraded him to an EnV touch as a part of his punishment. Well it took him a long time to quit messing up and he didn't earn the Droid back until last week. I reactivated the DroidX on his number. I had a couple of surprises when I did that. #1 is that the unlimited data plan is no longer available. (Ugh, I wish I had known that was going to happen. I would have left the data plan on his account!) #2 is even worse for us, usage controls can't be added to the DroidX with the new tiered data plan!!! What the heck?! I have talked to 5 different people at Verizon. They don't know why it won't allow usage controls to be added and all of them were unaware of this problem! So for now, he's stuck with the EnV touch because with school starting in a week, I HAVE to be able to control who he can contact during the day!!!
Verizon, fix this problem!!! I know I'm not the only parent of a teenager out there with a smartphone needing usage controls.

As for the not being able to use Parental Control on a tiered account is a strange one. Could they explain how does the account affect this feature?

As far as the data plan, he would have had to have the Droid X activated on his account when Verizon switched to the tiered plans to be able to keep the unlimited. An unlimited plan on a non-smartphone would not have been grandfathered in anyway. So, there's not really anything you could have done if you are set on punishing him without a smartphone.
This is the first I'm hearing about the usage controls issue. Honestly, if his behavior is deserving of taking away his smartphone, maybe he shouldn't have one anyway. Just my opinion, definitely not telling you how to raise your child.

Definitely confirmation that there are no usage controls available for those with the new tiered data plans. So when my contract ends, I will be exploring other providers. Very disappointed. (I'm not the only one having this issue: http://community.vzw.com/t5/Parental-Controls/Usage-controls/td-p/488818)

Actually, I've seen multiple Verizon employees post on here saying the ONLY smartphone that has usage controls is the Inc 2.
So, the data plan has nothing to do with it.
