No.
VOIP calls still require a connection to the phone system, otherwise you could pick up your phone and hear the internet.... lol
But seriously, you would still need to pay a VOIP service, and VZW has not allowed this feature as they are kinda in the phone call business. It would be like McDonalds allowing Burger King to sell food out of McDonalds resturants.
