is this a service runnning?

you cant uninstall anything that vzw has put on there

just ignore it

oh and get rid of whatever task killer your using to view it.

task killers should be renamed battery killers

the task killer came with the phone and according the "battery & data manager" in settings the task manager isn't even showing any usage.
No it is not a service I saw when I click on VCAST APPs.

Your phone came with a task killer? That's odd. Task killers are usually useless, and more often than not, use MORE battery than if you didn't have one.
