More testing to be done, but I think I figured it out.
On your PC when you create a playlist using Windows Media Player, a '.wpl' file gets created. Usually in the folder where your music is on the PC. You might have to search for it. On the Droid X there should be a 'Playlists' folder on the root as well as a 'Music' folder. If not create them. Find your playlists (.wpl files) that were created on the PC and copy them to the 'Playlists' folder on the Droid X. That should do it. Same with your music files.

Tether your DX to your laptop using the supplied USB line.
Pull down the notification bar on your DX and tap on the USB connection.
Select USB Mass Storage.
Now your computer will see the Droid X as a removeable drive, and you can move files back and forth just like you can to a thumbdrive.
I should also mention, don't worry about getting it into a specific file. Just drag the file from your hard drive to the lettered drive of the Droid. Somehow, the Droid knows what file it goes into. For example:
Drive C: User/Word/Letter to Mike
Drive F: Removeable Disk
Just drag the file onto Drive F (in this example, you might have a different letter) and let go. It will get into the correct folder.

I've already copied MP3s over to the Droid from my PC. It's the playlists. I want to be able to build the playlist on the PC and copy/sync that over.
Thanks

Load them directly onto the SD card from your phone on your pc. The fastest way there is.

Also, If you have pc that is DLNA certified, you can access your files on your pc directly from your phone. This works great!

Have you had a look at doubletwist? It syncs WMP and iTunes playlists and libraries to Android devices. The USB sync is free, but they have a $2.99 wifi sync option available in the Market.

I'll give it a look. I want to be able to build the playlist on a PC and copy them over and not have to build the playlists on the Droid.
