Why can't I download apps while not on wi-fi?

i have the droid ultra  cant download apps without being on wifi, help?

Disable Data Saver.Find the Data Saver (Settings -> Battery & Data Saver) and uncheck "Enable Data Saver". Then return to the Market and restart your downloads.


The above is to download from the APPS store. Not using WiFi.
