Yes, in Arizona we do change time and now my phone is an hour a head. I had to turn off automatic time zone in settings and change from mountain to Arizona now the time is correct.

Yes. A few times. Still hasn't worked. I have also tried calling it from another phone on my plan.

Im a lifelong Arizona resident and in Arizona we do NOT observe daylight savings time. Our time never changes.

Yes, restarting the phone works; however, at least on the galaxy s3 the automatic time zone is still selecting mountain time instead of Arizona. So us in Arizona could have this issue again in the fall.
